Picked up the Arkham City Harley Quinn's Revenge dlc, since I've already beaten City twice. Was a steal for under $4. Weird though, I didn't even have to download anything for the dlc. I purchased it, and boom it was done.

So to get a definitive answer, which Civ pack should I get? I want the most I can get that is still worth it, since ive been eyeing this game, but am going over budget after having a gifting spree for my army buddy.
