Everyone says this sale was less intense because of what happened in the winter sale but I completely took a break from gaming for about a year so I missed it. What exactly was it?

Every achievement you earned would either win you a game, a coupon or a piece of coal. 7 pieces of coal could be converted into a random coupon or game. Coal could be saved up to be used for a massive draw at the end of the sale in which you could win every game on Steam. And this was on top of the regular metric fuckton of daily deals.

Couldn't they just do that again but with a restriction of needing to have $100 worth of games on the account or something? I reckon a simple account value restriction would work fine to prevent such events. It wouldn't stop it by any stretch of the imagination but it would certainly cut the numbers by quite a bit.
