They're set to reset at midnight EST, I don't know why though. Maybe that makes it a real "daily deal"?
They end when they say they're going to end, in 14:56:23 from the time of posting. They usually have a few hours of runoff for people that miss the switchover to the new deals at 6pm GMT

It honestly feels like a Source engine mod. It doesn't have the special feel like Postal 2 had, i would say no.

Honest Hearts is total shit, do not buy
Lonesome Road is probably the most atmospheric and serious and, buy this one 100% but play it last
Dead Money is a pretty creepy one and it has a tight-knit, fairly short but good story and some cool gameplay mechanics
Old World Blues is most peoples' favorite because it's the funniest DLC out of all of them. It's silly as shit but it's filled with stuff, definitely buy

I only played 6 hours, I felt burnt badly when it turned out to be a really mediocre shooter.

If it goes cheaper get Dead Money, you get a shitload of gold bars at the end and I thought the atmosphere of it all was pretty cool.

SW Unleashed 1 was good. The 2nd one was awful.
