Ok, in terms of hit rating, here's a breakdown:
If you're an Arcane Mage with Arcane Focus and Precision, you'll need 289 hit rating.
If you have the benefit of Faerie Fire or Misery as well, you'll need 210 hit rating.
If you have a Draenei in the party, in addition to one of those 3% debuffs and the talents, you'll only need 184 hit rating.
Right now I am geming spell power for most part and I am at 1938 should I do half and half or go all hit?
Basically, this means if you have 270 hit rating, that plus the 2x 3% talents will push you over the cap nicely.

and so your saying with the 270 hit I will be fine once I just switch to your arcane spec I am in fire right now i havent played for a while just getting back into it so I forget if I even have the talent your talking about in arcane I might already have it not 100% sure.
You should be fine if you spec the way I suggested first, yes.
Go to a boss dummy in a city and keep throwing spells at it over and over again for 10 minutes and see if you get any misses.

I would say Frost is certainly king in Arena, however I personally can't for the life of me get my head around it. Probably because I'm such an Arcane fanboy.

Why did you get Torment the Weak and not Slow? That's the whole point of that talent.

Looking at the rotation that was first posted (ABx4 -> Arcane Missles w/ missle barrage) is what I would do if your mana [b]can support it[/b]. If it can't, like mine, just bump it down to ABx3, arcane missles if you proc missle barrage, if not, arcane barrage. repeat.
Unless something has changed in the last month frost will still dominate if you can use it.
