I find the most unsympathetic enemies are the enemies from Condemned: Criminal Origins. They'er crazed, drug addicted psychopaths which will use every cheap chance they can get to stab you in the throat and gouge your eyes out. When they're loosing, they run off, just to ambush you later on, and they also try to gang up on you if you're not careful.

On as side note, the enemy I feel the least remorse for when I kill them in a game is myself.
The Locusts in Gears of war. I am all too happy to grind one up with the chainsaw. Plus they're ugly as fuck.
