Did you actually watch it at all? There were probably 5 or 6 guys that really didn't want to be there. Most of the rest were proud to be fighting for their country.
I would have to say, diverging from the enclave of FO2, The Master. On my first playthrough I went to him after blowing up the vats, thinking that he was a mutated psychopath that needed to be destroyed to safeguard humanity. Only problem was that he explains his reasons clearly: The super mutants are the only race truly capable of bringing peace to the wasteland. He was only thinking about peace and survival.

Yeah, but they can't reproduce. Period. They would need to keep human concentration camps for breeding and turning in order to keep the race alive. Also, most of the super mutants are dumb as rocks.

Any enemies from any Dynasty Warriors game. They just stand there and watch you kill their comrades by the dozens, sometimes by the hundreds, and all they can manage is one swing or one shot before they join them...
Infantry in CoH, and infantry in MoW, FoW I mean they have names and all that stuff.
Fallout 3's raiders, they're just trying to survive out in the Wastes by pillaging villages, and now you come along and kill off all the raiders you find.

It's hard to feel sorry for them. They enjoy the pain and misery they dish out and the nature of their actions are sadistic rather than desperate. The way they run when you put up a fight shows that they're clearly accustomed to preying on the weak and helpless.

Braun was keeping them alive and unaware in his virtual world just so he could murder them and drive them insane because he found it fun. Initiating the failsafe was the merciful thing to do, especially for Old Lady Dithers. The rest of Vault 112's residents are hopelessly unaware, imagine how much worse Braun's games would seem if you knew exactly what was going on and couldn't do anything.

A random EDF that I trew a sticky charge on by accident, he was alone rolling on the floor screaming "Get it off me! Get it off! Please!" and it sounded like he was crying.
I felt bad then I released him from his sticky by kabooming it.
And some enemies in FC2, when you're further in the game attacking a camp. They say stuff like "Is it that guy? Is he coming for us!?, If I don't make it tell my kids I love them"
And a wounded enemy in FC2 that was going "Please no, please.." and I stuck a machete in his stomach.
And I felt bad for some guy in FC2 (again) when he said "its propably just a monkey" when I made a noise in the bushes.
Poor him got owned by my machete pretty hard.

I remember I sniped a guy in the leg, and he crawled away. He hid behind a building, and laid against it. Then, I heard him start crying, and I decided to leave him there. At least I didn't kill him, even if he died anyway.
