For some odd reason the Citadel seemed more creepy to me than Ravenholm during my first playthrough.
2 words antlion guard.
The Whispers in the Citadel, the creepy echoing white noise whispers. Then that fucking stalker that screams out of nowhere.
The dark tunnel before the sandtraps chapter was freaky

Fast Zombies. Their scream, their look, how they move, and the fact that they're so freaking fast.
Fun Story:
My first play through of Half-Life 2 was on the 360, for The Orange Box.
I saw the achievement "Zombie Chopper," so I decided to go for it on my very first run of Ravenholm. During the part where Father Grigori sends the cart to you, I had nothing to use with the Gravity Gun. There were 2 Fast Zombies there, chasing me on that small patch of roof. Did I give in and use a gun? Nope. Did I load my last save, so I can redo that part so I have something to chuck at them? Nope. I ran around in circles. Literally, I was just running in a constant circle until the cart came, with the Fast Zombies never reaching me. It was freaking hilarious.

Very much so agreed. I know it's there, but it still scares the shit out of me.
I would have to say, the mine shaft after Ravenholm,
and waiting for the lift in Ravenholm.
There were SO FUCKING MANY FAST ZOMBIES.
ravenholm wasn't scary at all
it was actually p funny wit all of those traps and such, and it was rather brightly lit for a zombie filled town.
First encounter with the fast zombie on my first play-through, put me on edge for the rest of Ravenholm.
Ravenholm was quite scary (it has the perfect atmosphere to set the tone of the chapter, some of the best i've ever seen in a game in fact.) but i think the single most scary part was the secret zombie in the canals, as mentioned by someone else before.
Imagine this, i walk (well, drive) along and "oh look! hidden content!" *gets the barrel and enters, already feeling unease*
So i go through the water, past the corpse that sparks an avalanche of uncertainty, and stop. The lighting is strange, alomost highlighting a certain area. A light buzzing is the only sound you can hear, occasionally stopped by a loud drip. There are some nice goodies on one end of the cave. I walk forward, already with a slight knowledge of what would happen
I remember thinking to myself "this can't happen, that'd be too scary! valve wouldn't do that. please don't do that. Bastards"
so i step forward [I]very[/I] slowly and lore and behold "RAWR SHACKY BOOGIE" A zombie [I]Explodes[/I] out of the water, waving it's arms. When this happened the first time, i actually [I]Gasped[/I]. sure the zombie died faster than a headcrab in grigori's house, but i just couldn't play the canals, or even a lot of HL2 for a while after.
I just couldn't think of what else valve had put in the game, to shock anyone daring enough to investigate.
I'm not sure what made this so scary for me, i think i more or less set myself up for it by thinking and pausing so much.
I think that moment would really come quite high in my scariest moments, maybe even coming into the league of the secrets of OC_manor (for those who haven't played that, i say you should, but try and complete the whole thing, and don't get too investigative, it's for Obsidian conflict as well, one of my favourite mods)
Valve have said that in ep:3 their going to bring back phsycological horror, oh goody, you mean they haven't been doing it recently?
wait, why did i write a small indecisive narrative? It's not like i couldn't just say how i thought it was scary or anything.
Also did you know there was a colour (yes a colour) that's banned from games because it is phycologically scary? I'm not sure how but it's a shade of green that just makes you uncomfortable and easily scared.

Oh and the icthyosaurs wheren't that scary for me, more of an easter egg, it was like "agh sinking! hey look an icthyosaur! nice, i remember those little guys from HL1. Bastards."

I liked how they usually would put hidden enemies near caches. Like the canal one with the lone metrocop, first time I played I didn't know what was going on, so I went back to get the item crates I saw, and suddenly 5 headcrabs come flying out of the wall and killed me.
The very first time you meet fast zombies in Ravenholm where you on a roof, and they're climbing up the pipes. I shat bricks.
Ok, I'm on my first play through of the Half Life Series. Half Life one had me scared the whole time. You we're always in cramped vents, small rooms, and there were endless corners Valve could use to have things jump at you.
Through Half Life 2 now, I made it all the way to Nova Prospekt without getting scared. I don't know [i]why[/i] Nova Prospekt scared me so much. But every chapter after that it's been the same, I've been scared the whole time for no reason. Twice in the last chapter I've been scared more then I have through the whole game so far. First I enter a room with Breen talking on a TV, I go in to listen, and a Zombie pops out from behind me, I jumped and wasted half my ammo. Then I started sending the resistance members into every room before going in myself. Well, I sent them in one, and they killed a bunch of Headcrabs, so I thought the room was safe. But I walked in front of one doorway leading to a dead end, and this Fast Zombie was just waiting there, he charged at me at full speed, and I fell out of my chair. From then on I wouldn't move until the guys following me had been into every nook and cranny. I'm scaring myself even, I was in a vent, and I was so scared when I made a turn I instantly started shooting, and the sound of the bullets ricocheting off the metal scared me half to death. Now I'm near the end of Anticitizen One(after Alyx is captured, just passed the room full of Zombies), and I've given up for the night.
The sound of boxes hitting a wall is also the same sound made when Zombies are breaking down a door in Left 4 Dead, so when I hear that I always freak out. Like in the first chapter when Barney said to pile some stuff up, the boxes kept hitting the wall when I placed them, and I thought the Combine were trying to knock the door down, I was scared, but not nearly as much as now.
The red barn in Water Hazard. You climb up the planks to the ceiling to reach some health/ammo, and when you reach the top a headcrab falls right in front of you. I was so surprised I accidentally released an SMG grenade and killed myself.

I was like 10/13 at the time and when I made it through my bro said "Watch out for the fast zombies!" I said "No there aren't" And a fast zombie ran out of the tunnel.
I haven't played it since then for some reason, I'm 16 now.

I did that in Smod. I was playing around with all 60 or so weapons, and I had the strider cannon out at the time. I was in thirdperson shoulder, so I was aiming down to see where I was going. the headcrab jumped down, I fired the cannon, and got flung into the air and my ragdoll fell 20 feet to the bottom floor, where I gibbed into thousands of pieces due to the ragdoll mode being set to crazy. (crazy ragdolls explode and do flying cartwheels and shit)
Ravenholm the first time through, and...
