Both times you pick up the suits they're shown without helmets anywhere near them. I always found the suit adapt to the person's natural abilities(hold breath for only so long, sprinting for a few seconds while lugging a metal suit, not so sure about a flashlight though). It sorta makes me wish Valve would make a game where you play as a HEV suit scientist stranded on Xen that hitched a ride on a portal storm or manta, making him fight in the rebellion. But that won't happen.

Well the H.E.V. in HL1 didn't have gloves on or near it, yet you still see gloves when you put it on.

Gman is behind the whole thing, It's safe to assume in most situations in the story is that it was controlled by Gman, we don't know how much power he has, but it seems he has the power to control the passage of time and control events regarding life and death. It's obvious that Eli hired Gordon for his plans, from the Gman, although at some point he broke some kind of deal he had, and for that reason he was killed.
If he had only one suit, who would you give it to?

The suit in Kleiner's lab isn't Gordon's old suit, and it wasn't even meant for Gordon in the first place.
It's Kleiner's. He wore it because he thought it looked cool. Then when Gordon shows up in C17, he just pretends it's his suit so he won't look like he's trying to imitate Freeman. That would be embarrassing.
