My only problem with dogs is that they will probably run faster thsn you if used by police.
Though I would love to drive strait into a dog and see it fly.
If Rockstar is going to allow you to kill dogs, I know they will make NPCs react to it. For example like when you crash into someone in IV, they will either step out of the car or just floor it. That would make it a bit sad to run over a family dog especially if they were to add children (which seem extremely unlikely).

But this got my hopes up.

That doesn't prove anything, it's just a guess by the retailer.
I seriously doubt that Rockstar will enable you to run over dogs, mostly because people (read: media) tend to get worked more up about stuff like that rather than people getting decapitated grapichally and shit.

PETA accepts killing animals that attack you, but if someone friendly to the player own a dog you can kill, they'll react.

yeah, killing a wild dog that's trying to gnaw your nuts off is different than jumping out of your car and blowing someone's poodle's head off in front of their kids
you could kill "friendly" horses, cattle, birds and dogs in RDR though.
i think PETA found it to be ok though since that's how shit worked back in the wild west

This is Rockstar we're talking about. They don't give a fuck about shit they get from parents, PETA, whoever. There is NO "oh, no dogs, PETA will get mad!" - in the end, they just don't give a flying fuck, because they're just making video games.
They're a company that believes in taking risks for good gameplay.

They did say in the San Andreas days, however, that they didn't like to put furry little animals in their games.

Making the police have their K-9 units in GTAV would be pretty swell. Or getting to hunt deer with a sniper rifle.
For the story: I think that it would be pretty cool if the choices you make are between morale and success.
As in: Play the game like a good guy, then you are going to live in a quite crappy house but have a good conciense in the end.
Play the game like a sociopath and you get to live in the nice condo's.
