If you're talking about Sona
her Q skill does an alright amount of damage (60 / 110 / 160 / 210 / 260 (+0.5 per ability power). If you cast three spells your next normal attack will be a power chord which does an extra 24 damage per level (once you reach lvl18 it does an extra 216 damage)
she's useful in team fights, especially if you stun the whole enemy team.

My mom's laptop runs LoL at about 5-10 fps usually, and that's only if I close pvp.net after the game starts, which means I cant see the post-game lobby.

I should buy a Tanky DPS char, but I'm not sure whom. I loved playing Olaf when he was free, though it was before he got his strength back. But I don't know if Olaf is the best choice or if there's other good options for Tanky DPS. Any other characters you guys can recommend?

Olaf isn't really defined as Tanky DPS. Yeah, he has a lot of HP but lots of HP =/= tanky. Not to say he's bad at all.
Malphite is awesome, Garen isn't a bad choice, Galio can put out some sick burst, Xin can be pretty tanky without being a main tank, Amumu has a lot of options.
