Most of the report incidents are going to be very obvious whether or not they trolled, so the votes are going to swing one way or the other. If the limits are set well, you'd have to be blatantly supporting trolls and calling down punishments on people who haven't done anything apparently wrong. I'll leave time to tell.

Riot has said themselves that being a bad player isn't punishable and that people that have odd voting patterns will have their abilities to judge restricted. Since I've put myself in a position where none of my profiles are lv30 I honestly cannot judge the average lv30 player's mindset, but honestly from what I witness even at my own level, the majority of the playerbase seems to have a somewhat logical mindset and would be able to tell who's being a troll.

Hmm, with Garen, Flash or Ghost? Ghost is good for chasing or getting into fights quick, but flash is good with Demacian Justice. I did a 5v5 premade and I was 1v1 with Vlad on top lane. It was neck on neck, but he let me get close to him, so I silenced him before he could use any abilities, got him in the full force of Judgment, flashed forward and Demacian Justice.
He even said "Well played, Garen" :buddy:

Eh I usually take Exhaust and Ghost/Flash. It's good if you and your lane partner want to mount an attack (or if a teammate is going to gank)
Also good for stopping someone so you can catch up, Decisive Strike and Judgment.

I used to take Exhaust on Garen but I haven't used it on any other character.
