Cost: 25 / 32 / 39 / 46 / 53 Health
Extra Damage: 80 / 110 / 140 / 170 / 200 (+0.4 per Attack Damage)
[B]Officer's Orders[/B] (costs 2 medals)
Passive: Whenever Hordekaiser kills a unit, he heals himself and all surrounding friendly units for a percent of their maximum health.
Heal: 3 / 3.5 / 4 / 4.5 / 5 %
Area of Effect: 1000
Active: Hordekaiser increases his armor, magic resist and move speed for a few seconds. Each nearby friendly champion increases the effectiveness of this ability, up to 2 additional times.

Additionally, it gains a fourth of Hordekaiser's attack damage and has its movement speed set to match Hordekaiser's. Every 8 seconds, the knight minion can taunt the unit it is attacking for 1.5 seconds.

Armor & Magic Resist: 50 / 100 / 150
A caster minion becomes a powerful wizard minion, gaining additional attack, health, armor and magic resist. Its movement speed is set to match Hordekaiser's. Every 6 seconds, the wizard minion's next attack deals additional damage in an area.

My friend managed to solo baron with WW at 15 or 16. He could probably go lower really.

Is singed a good jungler?
Singed isn't for a few reasons. He has few ways to really damage creeps fast (poison trail I guess). He doesn't really have a way to sustain himself, so he wouldn't have all to great of control and could get harassed out easier. He is in theory okay at ganking I guess because of mega-adhesive, but there are MUCH stronger junglers than Singed. He seems like he'd be slow as hell and need blue buff to do anything at all.

Singed can jungle. You can jungle anyone. Now are those people GOOD at jungling, no. You wouldn't want to jungle with Singed, because in the jungle you can't carry out your role of tank.

Sure you can. Amumu, Shen, Rammus, and maybe even Nunu if you build him that way can jungle and still do their job as tank.

after 10-15 hits you'll probably one shot by baron
you can baron with mundo safer by sitting behind him, he doesn't spawn the columns of acid and if you don't pause while doing it he doesn't regain health
I"m fucking done with ranked. Past three games someone feeds the carry so hard. This kog-maw got fed by our kennen 4 kills in about 10 minutes, kennen was level 7 when he was 11
