He's saying MPen is insanely good on warwick because of spammable percentage based Q and because you build Madred's on him, and the procs are magic damage. Think about it: your ult does 5 hits, which proc effects. That's up to 20% of their max HP in addition if you get bloodrazors, so MPen is worth your while. Any on hit items work (*work*. Doesn't mean that I'd get a Wit's End if I had other alternatives) with Warwick since he applies 6 procs with his ult. What is with Riot's obsession with trying to make AoE abilities with a delay work? They are all bad ideas. Stop it. Cho's sucks, Swain's sucks, Lux's sucks (but it admittedly better because you can self-destruct it), Cass' is going to suck.

Karthus's only works because it's so spammable and because the delay is so short

I don't think she looks underpowered at all. Phreak was dealing that kind of damage with nothing more than a Tome (+20 AP) the whole time. I bet she's powerful. "She's not much of a jungler. (As the golem falls below smite range very quickly, and Phreak uses ignite on it.)" Okay...
