Damn school killing off facepunchers, I'll be asleep if anybody posts the answer -timezones- so I apologise if I do not answer your questions straight away. Here is basic information:
-Firewall is not the problem
-I also have the clock error but I'll cross that bridge when I come to it
-I've already checked the Port forwarding website
-I tried Hamachi but my friend can't connect
-I can only connect when using Hamachi but not with out it (i.e with the external IP address above)
-When I use Hamachi I already changed the txt file to offline and I put my Hamachi there
I hope this has helped you guys try and fix the problem, I have faith in you guys.

It almost looks like ISP is blocking/filtering. Try using port 113 for minecraft server. I know my ISP firewalls all ports on their side except this one.
