You'll be safe casting it in the majority of circumstances. I personally quite like Morello's Evil Tome and I build it on a number of my AP mids. AP, mana regen, and cooldown, plus it builds from a GP/5.

wow, fucking real. Either my files are screwed up or something is wrong. I've picked Muse Sona twice in a normal game and both times I've gotten a bug splat error upon the champion loading screen and I couldn't get back in. and I was duo queuing with someone too, fuck me.
