I've seen it on some Viktor players before, and while quite a few people dismiss it, it's seriously very effective. Viktor is more utility than damage anyway, grabbing some tanky-AP items (Zhonya's, Abyssal Scepter, Rod of Ages/Rylai) makes him a pretty alright AP bruiser.

Seriously, give it a whirl. It's not something you should/can always do, but if the enemy mid doesn't have a lot of easy-cast strong crowd-control (Someone like Ryze would suck), you can kite around with Q to keep up on your ult while throwing out troll lasers on the side. No. Viktor shouldn't always augment his W because with the extra range it can change a whole teamfight: Cut off an escape route, stun a whole team when you're on the outskirts of the fight, etc.

Eve is so good right now, the patch will actually nerf her by taking away her true stealth and also making it take 8 seconds to stealth
