Then why hasn't IE been nerfed? It's pretty much bought on every AD carry. As the first major purchase too.

So this blitz on my team refuses to initiate with his pull so I end up taking the shit and tanking/initiating the entire round (we lost though) he argues that he needed some perfect position to the maximum to pull (despite missing his Q the entire round) and he says how I suck and whatnot; I leave with, "practice your pulls and know when to initiate and you'll be fine" he tries adding me to his friend's list multiple times so he can drone on about how I'm wrong - I declined like 5 times before I put him on ignore what [editline]19th July 2012[/editline] Don't people have better things to do

If they didnt want me to do that, they should just remove wards from the shop! Also, what makes you think removing the random button would make people stop being able to choose at random? You don't get banned for using features in the game, you get banned for the intention behind it.
