I don't stare at them all day or anything (Even though Viktor is so dreamy~), but the Viktor's I have seen get Augment: Power seem to do better than those that grab Augment: Death. In team fights they kite around incredibly well, and with the added movement speed and the slow effects from his ult and Q, can lock a target into his Gravity Field rather easily.
I feel like it's the case of people who are REALLY practiced with Viktor (Ie. The best ones) make better use of his entire kit, instead of those that are all "hue hue laser pewwwwww".

It's sad but it's true. I won't disclaim the existence of ELO Hell (It exists, holy fuck does it exist), but the only true way to get out of it is playing better and harder all of the time. Once you're out of there, you'll still encounter retards, trolls, and people who don't know what counter-picking is. But they'll be less frequent at least.

I'll give the movespeed one another try. But this point is a bit moot when Aranium, the 2300 elo and highest rated Viktor main, calls Augment: Power trash and says get Death every time. I'm not trying to be a sheep and I'm not denying the possibility of Viktor players using Power and having success, but it appears that the most practiced Viktor player gets Death.

There are a million people who know how to not fuck up. The people who get out of ELO hell are the ones who can punish the enemy team when they inevitably do.

My personal view on this whole "elo hell" thing is that its not a set elo range like <1400 or something, but rather the point where you aren't able to carry your team anymore.

He's fun and unique. Just not effective.
If he was 3150 I'd say go for it but I wouldn't recommend dropping 6.3k on anyone you won't both seriously enjoy and seriously do well with, and he's hard to do well with.

That's . . . also true I suppose, I never considered that. What I see it as is rather the area between like, 1,000 to 1,500 ELO where people who do their first ten ranked games can potentially just get carried all the way up there. Then they take the long way down . . . with everyone else.
I never understood why they made the first few ranked games worth 50 ELO and all the rest worth less than that.

Neither do I, but it really, really needs to go. If someone gets carried their first ten games and they go up a whole 100 ELO, that's not nearly as damaging as a whole fucking 400, potentially.
I lost all my unranked games but I'm at 1600 and slowly climbing up.
How much you win or lose on a match doesn't really matter since if you're good enough you'll end up going up.

if you win 10 games in a row, you are the common factor in each game, therefore it's mostly likely that somehow you are a major influence on winning/losing
if you win 10 games in a row and go from 1250 to 1350 you'll be pretty much playing against the players of the exact same caliber, which shouldn't be happening since you have to be really fucking good to get 10 wins in a row, which means you should be at 1400 - 1600 elo bracket.

In theory, yeah. It's known that the ELO system is really, really streaky though. It's not uncommon for win/loss streaks to occur because of matchmaking. It's not a big problem because the streaks even out over time but it makes a big difference when someone gets one of those streaks during the initial phase of ranked.
Elo in team games is stupid because personal skill alone isn't enough to raise it, unlike in chess which the whole system was invented for.

Except of course that personal skill is enough to raise your elo in this team game, the term "carrying" refers to you winning the game for your team
Basickz (a 2k streamer) has taken over 58 accounts to gold, he used his personal skill to carry each account (normally from ~900-1300) and break through "elo hell" and rarely losing a game
If you honestly think that personal skill alone isn't enough to raise your elo, then you are bad at the game, end of story.

Forgive me for giving the example of someone carrying 4 horrible people every game 58 different times
If you're at x elo and can't break out then maybe you belong in x elo and it isn't your teams fault, you're not winning the game just as much as they're not winning the game, there's a reason you're not 500 elo lower and that's because you're able to carry those games.
If you play like you're at 2k, the enemy team plays like they're at 1700 and the rest of your team plays like they're below 1000, you're not winning that match bar a troll surrender from the other team, or a massive power surge.
