They aren't going to kill people by themselves, but they're going to crowd control them to the point where escape is impossible but fighting back is already disavantageous. Honestly if the guy gets back to his tower in '5 seconds' that's to be expected. If your laner didn't respond to your gank after all of the crowd control then the real retard is them.

She uses Arctic Assault, you Flash before it hits. She throws her ult at you, you're stunned for one second, possibly even two. Either way, she now casually trots up towards you, and once the stun runs out, she presses E and you're now slowed 70%" and then the laner shows up in your scenario at that point. that's at least 2-3 seconds. your scenario was awful. and even then, scheming for scenarios where Sejuani is viable does not mean she is a good champion. You point out one aspect she does, and I can show you a champion who achieves the same end result better. Even if the person playing Sejuani is good at her (which to begin with is rare) the only thing she's really good at is teamfights, and if she can't gank effectively to slow down the enemy's progression then there's a good chance she'll be useless there too.

It wasn't a blueprint for all her ganks or anything like that. If my laners were taking three seconds to respond to my gank attempts then the problem wouldn't really be Sejuani there.
