AD Teemo is actually half decent because he totally counters most AA champs while not annoying the shit out of people quite as much.

Yeah Teemo is definitely a very viable champion in normal play, especially AP teemo. Those mushrooms will literally annihilate anyone who doesn't have magic resist. Each shroom is a 10 minute ward that deals crazy damage. What's not to love when it's on your team?
