Anvil gets my vote. I always killed off the captain of that one ship and then made that ship my house.
Liked Anvil the most, had a pleasant atmosphere, and the house you could get was pretty neat as well.
Never noticed it before, but when you look at the cities from that altitude they really aren't all that big. its like maybe two dozen people live there at most.

Anvil, with the expanded docks added by Open Cities Classic, and Natural Environments, the sunset is so beautiful to watch. Second is Chorrol, very laid back and easy to sneak around in.

Cult-conspiracy one. It's based on Lovecraft's Shadow Over Innsmouth I think.

I like Chorrol. I think it resembles the medieval cities the most. (Western-European, that is.)

I was about to do that, but when I noclipped away to get a shot of the whole city some fog covered most of the city plus all the plants, npcs and other details weren't rendered at such distance so it hardly looked any better than the pictures in op. Prehaps it can be changed in options, but I couldn't be assed.
I only got a picture of the imperial city which isn't that great since the districts aren't included.

I like Bravil because of the water feature and the cool quest you start there, where you have to save someone's husband and you end up getting hunted in the dungeon of a fort. what was the quest called?

Anvil is really really pretty, and I like Benirus Manor and the 'seaside resort' feel.
Kvatch I like a lot, despite it being destroyed. I made myself Count and stole everything from Castle Kvatch. I may refurnish it in all its destroyed glory again sometime. It's pleasant in its (quite literally) deathly silence.
Skingrad I haven't really been to, but I like the rainy mountain feeling. Not so hot on the close-building thing.
The Imperial City lacks depth unless Better Cities is activated, which it is. Without BC, I took a few looks here and there, but not much. With BC activated, I wandered around the Market District alone slack-jawed at the splendor.
Chorrol is a cute little town, but some mod conflict resulted in several floating statues near Castle Chorrol. Still, I like it.
Bruma is nice without BC, but the mod makes the poor section really poor. But it does give the proper only-Nords-like-to-live-here feeling.
Cheydinhal is really nice, but kinda feels small. Plus, there's a large patch of ground missing under the prison camp outside Castle Cheydinhal. [b]Any help on that?[/b]
Bravil feels like it lacks depth too, but BC fixes that. I want the crackden-skoomasucking-rundown feeling, but vanilla Bravil kinda misses that.
I confess that I've not seen vanilla Leyawiin, but BC Leyawiin is probably gonna look great.
Final vote: Kvatch, but since it's not on there, I'd say Anvil. It's a cute town, and bringing all the loot from Kvatch, Benirus Manor looks great, especially with the 'Better Benirus Manor' mod installed. Plus, that's where I usually join the Mages Guild, so the Guild looks tidy too.

i think thatt the Imperial City lacks a character, anvil is a nice port town, bruma is cozy all have more character than the big city itself.
Personally, I quite like Anvil. It's a nice little seaside town, bristling with commerce, although there was that one incident involving the Chapel of Dibella... Regardless of Umaril, living's pretty easy in Anvil.
