Since you most probably have already played CoD1 sometime ago, I'd say Oblivion (for the mods). If you haven't played CoD1 then you definitely should get CoD1 (even just for the importance of the title).
Wait there's two LotR mods for Oblivion. There's the Middle Earth Ropleplaying mod and then there's the Adventure Middle Earth mod.

If you are lazy I highly doubt that you'll be able to install FCOM, OOO has a link in the OP and same for the graphics mod (there is more than one).

Yes, that'll make quite a bit of difference. Or none at all, depends on the rest of your specs.
Can anyone suggest places to explore/quests to do to gain exp for a level 1 in OOO? Everywhere I go I seem to get owned just as I get to the good bit (2-3 levels down) or the enemies are too strong. (I know it's supposed to be like this, but it's hard to find a good dungeon where I don't have to fight imps and I don't come out and spend more on potions than I make from selling stuff...

look for a women named umbra in a aliyd city near the IC.. shoot her with a arrow run outside find nearest alyid well jump on it, keep shooting her and bingo.. full ebony armour and a powerfull sword that captures souls

I know where to find umbra, but I would have thought OOO would make her hard to beat. Also, don't want to become OP, I just want someone to fight around my level.

She's fairly hard to kill, but then again it depends on how you fight her. If you hack and slash your way through her armor, then she's moderately difficult but if you do the crafty run away and shoot spells at her, then she's fairly easy to kill.
My only problem with this game is I can't resist taking advantage of its small pitfalls.
I literally installed all the mods in the OP, took an entire day but holy shit it's so worth it, it's like I'm playing a whole new game.
I accidentally exploited a mod and got 20,000 gold. Oh fuggit, I needed it anyway.

I found this mod, it makes roleplaying easier depending on what character you make. I started out as an assassin and now I'm in the middle of a forest with a dagger, bow and arrow, a tent and campfire. Apparently my character ran away from morrowind due to failing an assassination, and setup camp in cyrodill. Now he hunts deer and ingredients to survive.

Looks kinda cool, but the way it puts you into the main quest is clumsy as fuck, should be like the other alternative start mods where it happens if you get thrown into the Imperial City jail.

there is another where you start by ship, chose your landing point, what jobs you have (if your a noble you get nice cloths and a lot of money and other stuff) and you have a dream about a rat takes the necklace and you have to find it and take it to that preist guy

That one is really good the only problem is that if you're trying to roleplay, it pretty much does nothing except let you skip the long tutorial level.

How is that a problem? If people were roleplaying some good guy they might not want to start in prison, seems like a better alternative for roleplayers.

Exactly. They could think their character was a good guy that was famous in another province/continent while being virtually unknown in Cyrodil. Makes sense to me.
