I reinstalled Oblivion and now my game crashes when I load any saves. Is there anyway I can fix this? Sadly, I don't remember much about what mods I had.

Must be because you're missing some mods, if you get Wrye Bash you can see which mods your old save used.

I really want to do FCOM, if I delete all of the folders in my oblivion folder and run the game, will it remake all of the vanilla shit?

As long as you don't delete the BSA files in the data folder I guess it'll work, otherwise I don't think Oblivion can remake those without a reinstall. That's where all the vanilla shit is, a few mods might also use BSA files but it shouldn't be too hard making out what the files are for (Oblivion.bsa for vanilla oblivion and dlcsomething.bsa for official mods/expansion).
If you really don't want to go to all the trouble of deleting every mod one by one, just reinstall. That's what I did with FO3.
I installed UOP, Wrye Bash, OBMM, BOSS, Better Bodies, Oscuros and some other things and I'm starting to see a bunch of missing meshes, and another thing is that I cannot open locked chests even if I do have lock picks, they just glow purple when I try.
Oh and alot of people are missing their bodies.

Its the lock bash feature added with one of those mods. If you have a weapon out and try to pick a lock it will glow purple and allow you to hit it to open it instead. They added it so strong characters could actually get something out of them as well.
I do say, Oblivion looks stunning with all these visual mods.

One way to do that is to load the save with the mod disabled, then make a new save, ofcourse that doesn't work if you can't load it in the first place.
I'm not that familiar with the advanced stuff in Wrye Bash, but it seems you can disable mods from saves through it, worth a try I guess.

Alright, I got FCOM installed, nice shit going on, I get to Weynon Priory in the main quest, but on my journey from the Priory to Kvatch my game randomly crashes.
The first time it happened my computer froze, now it just crashed a second time. I have installed absolutely no additional mods besides all of the FCOM required ones.
Well, I bought this, and I have almost no idea what I'm doing.
I started walking half-way to Weynon Priory before I gave up and just loaded an older save game in the Imperial City. I then proceeded to run around naked and steal everything I could. I've played Oblivion for maybe 2 hour and I've already served 2 weeks of jail time, but I have pretty darn expensive shit. Then I figured out that I could fast travel, and now I'm trying to get Brother Martin to get his bitch ass up and come with me.
