Because of the way Fallout 3 is made, you have to encounter and fight people with power armor throughout the game. In Fallout 1 and 2, power armor was nearly indestructible, making it something you wanted to attain throughout the game.

The shooter gameplay is bad. The Fallout gameplay (VATS) is useless. Dumbed down.

There's fixes for the bad gunplay. With enough mods(Don't argue a game shouldn't need mods to be good, that's a worthless argument.) Fallout 3 can be an absolutely fantastic game. Beyond that, fallout 3 is good.
You know, I'm kind of sick of everyone quoting back to Fallout 1 and 2, yes, they were great games and i love them more than I love Fallout 3, but it doesn't change what Fallout 3 was, and was intended to be by it's current creators. Getting hung up on the past in the forms Fallout 1 and 2... it's just not worth it. Those were gems of a different time. Fallout 3 was still fun, and I at least thought it was more fun. Why is fun not important to games today? Seemingly so at least.
