After reading a few posts here and there and seeing quite a lot of gameplay videos( scrims etc.. ), I can see where Valve is trying to go with the game. By removing 100% accuracy on first shot, they're making the other weapons more viable, by making the more expensive ones more accurate and so on. What they are going for are weapon-based strategies. For you to be able to kill efficiently, you have to know your weapon's range to shoot accurately.If AK47 is a mid-range gun, don't try to shoot to head from the de_dust2 long to A bombsite, it's going to be a lucky shot if you hit. In that case it's better to aim for the body. This surely feels like a new and a good feature, but there is one major con: Players do not want the end of the round to be defined by their weapon - if you bought a short-range gun to camp and hold a certain corner, when the bomb is planted and all your teammates are dead you are left pretty much helpless unless you manage to find a better gun. The new strategies and tactics it would create are welcome, but I don't think that it's going to be so fun than relying on your shooting skill.
I'd rather guns actually be different, they all felt the same in CS:S for me, situation-wise

Servers that give you enough money for any gun every round really take away a lot of the decision making, though.

I think he means in what situation to use the guns: close quarters, midrange picking-off etc...
I feel CS should have completely different weapons besides the vanilla weapons, give a whole new approach to the CS series, keep the new weapons, but get rid of the old weapons. Like I said, a whole new approach. It would be awesome. But it's just me throwing my ideas out there :u

Some weapons could be (and are being) replaced but most should remain essentially the same, since they define CS gameplay.
Not replaced, reskinned. I wouldn't mind if the AK-47 was replaced with the AK-12, and the M4 replaced with the M416, etc. Just give it visual freshness/contemporary...ness.
there are subtle differences for every gun in CS:S i mostly play cs_assault and gun game and you do notice how differently each weapon reacts in situations

Personally I prefer the P90 for direct firefights at mid to close range, while I use the AUG for picking off enemies at longer range with zoomed headshots, to name some examples. I never use the shotguns though, I just can't get a kill with them (I only blast off 98 health only to get headshot by that 2hp asshole).
