I don't even know whats wrong

I've been putting it on lowest settings (as far as I can tell) with gboost running, and still I lag. L4D2 doesnt do this to me, even above lowest. I also want more server creation options like CSS had. Stuff like starting money, # of bots, bot difficulty, max players.

It would still look like shit since the CS community tends to fall in love with the maps with the least effort to them(Lilla Panic, surf_10x, etc)

Because for some reason, people like shitty looking full bright maps... I 100% bet that idiots will begin to port Lilla Panic and other ugly, shitty looking, outdated maps into CS:Go instead of letting them die out and create a new one.
