I thought l4d characters had different skeletons and are of different sizes. They are ragdoll posed differently in hammer. I think it was only the hunter that stayed normal.

Pretty sure they have, but they were pretty much re-using animations that had NOT been made with Maya in Maya... since CS:GO has a new anim set, I think that's where the problem comes from

Maybe he didn't know that people were so overly desperate for beta keys to a game? I seriously can't understand that, especially not that people are willing to shell out large amounts of money and buying games to trade with for something you will have to buy again.

AFAIK Maya uses Y while 3DS / XSI use Z; that would be why bones of TF2 chars stick out on the side like that.
If they rebuilt the ValveBiped system in Maya (as opposed to importing old ones, as you said), I think they could have overlooked that difference.
