My theory:

All beta testers will get the full game when the beta concludes.

In addition, a public CS:GO beta will remain active, similar to the current TF2 beta, where ideas (such as new/updated maps, weapons changes, etc.) can be tested before being implemented into the final game.

Haha, that sounds like a- are you kidding me. They've given out tons of keys, I highly doubt they'd be willing to give a free game to 5000+ people as soon as it comes out.
