The fuck you talking about? There's an SDK, and authoring tools built right into steam, and all the content in the .gcf is completely modifiable.

Take for example in WoW a program called Noggit was made to do World Building, it was almost immediately abused by douchebags for gaining an upper hand in PvP Blizz cracked down pretty hard and almost killed the Model Editing community, but drove it underground for awhile
Of course ways were found around every patch, so Blizzard resorted to blacklisting certain files like pvp zones and even a few objects used in popular model swaps

Anyway, I think the issue is a lot of developers see modding as threatening to potential DLC profits, as the community can essentially produce ten times as much content as developers usually do.
