So i've found that Monolith, Mercs and Ecologists all do not respond to the player killing one of their own if they're a member of their faction. That needs to be fixed, and I think I know how to. Unfortunately, it's doubtful i'll be able to fix it today :/

Extract into config/creatures to have Mercs neutral to all except Monolith, Zombies and arena enemies. I take no responsibility for changes in faction relations when you kill one of them.

ammo_9x39_sp5 = 10 (this will give you 200 rounds)
And remove:
