You do realise this is unpredictable (wether items gets removed or not) and just telling people "Well, the item you were lucky enough to find/spend real money on is now gone. Here, have X random item/a key/etc" would cause much more shitstorm ?
People would complain how they got cheated out, how game "promised" them given item and now it's gone. By giving them something unique, they ensure everyone keeps their mouths shut.
It's god damn pixels, and they use 2 more to shut people up. I find this is a good deal.
