You can have 2 groups of separate targets and 2 separate Chain Frosts bouncing between them, and they will still end prematurely.
I made 2 groups of 2 svens.
1 Chain Frost active on map = 2 svens get below half of hp.
2 Chain Frosts active on map = none of the svens reaches half hp

That never happened in TF2. If the community didn't like something Valve didn't remove it. Usually because it was some sort of promo item.

bane can take 3 (4 if you buy a sheepstick or something) people out of a teamfight, and earthshaker is made of aoe stun entirely, so I'd suggest them if anything
