Once they are done with beta, i.e. have server capacity and probably full hero roaster from Dota 1.
And this is not quite there and unlikely to be done by the end of I2.

No, it means that you'll be able to play when they open the beta. It hasn't been said if that's going to happen after the International.

Spectator client for watching The International 2. You can watch tournmanet games too if you buy the tickets. You can't actually play.
I'm on a winning streak, I'm happy about it, but at the same time afraid of getting terrible teammates if i keep playing
