Fix the power plant, go to Lavender town, get the Kanto radio card from one of the people in the radio tower, go to the Snorlax, tune into the Poké Flute radio station (directly up on the tuner) when near the Snorlax, then interact with the Snorlax.

And it's still 30 levels till I have a Dragonite who could learn it.
