You're supposed to release him, yes. But you get a new pokemon from almost every damn route.
You're only allowed to buy one pokeball at every mart.
You're allowed to buy whatever you want, but there are some extra rules for an extra challenge for more experienced players.
I myself fail miserably at any Nuzlocke run, I even added my own rule that I can reload once if any of my Pokemon die, but if he dies the second time I can't reload for him. And I still almost never get more than 6 living Pokemon.

The nickname rule is cool though,
They are just optional if you find the original rules too easy.
I once played a normal run on Blue while my friend played on Red, the only rule was one heal per city the first time you get there (plus Pokecenters out in the wild like outside of Mt. Moon and that dark cave, forgot it's name), defeat means game over. We died in Mt. Moon.
I'd play it pretty much straight Nuzlocke.
I can see the appeal in extra rules, but their more annoying than fun for me.

The essence of Nuzlocke is Faint=Dead.
If you're only doing rule 3, it's normal pokemon but all with nicknames.
True Nuzlocke run has you destroy your poke'mon cartridge if all your poke'mon faint.
That's what badasses do, people who play the game with balls.

Actually all these rules are a must.
Rule 1 without rule 2 simply means that when a Pokemon dies you can catch another of the same kind with ease, rule 2 makes it hard to catch Pokemon so if one dies it's a big loss.
Rule 2 without rule 1 is easy too, since there's no risk in battles, you don't have to care for your Pokemon, it's basically letting a random number generator choose your Pokemon for you but it's not really hard.
Rule 3 is there so you will connect with your Pokemon, that means if one of them dies you will actually be sad and not just because you can't use it anymore, you will feel like you've lost a friend.
Also you don't have to release dead Pokemon, just put then in the PC box, the so-called "graveyard".

It's got to be truly dead, No temptation to cheat, it's gone forever.
I don't cheat, except my extra rule which I won't keep a secret.
Also it's cool having a graveyard, they are never truly gone.
I just started my Nuzlocke run on my old LeafGreen cartridge that I randomly found under my bed. Still works, clocked 200-ish hours on it. Although I do have a question. If all my pokemon faint, what then?
