The Starters you get anyway are hard to get. The only ones available in the games w/o trading.

That would suggest rarity is not an issue when you're getting a starter.

Gible is easy to get in Platinum, you can go in that cave right after the second gym.

Beldum would be a crazy hard stater. Hours and hours of take down grinding.
