If you look closely he is incredibly similar to gordon. I reckon he is a rogue goverment agent ;hence the G-Man (Goverment Man)
Currently g-man is there just to add a sense of depth in the story.

No he had just whispered "Unforeseen Consequences" in his ear just before Gordon put the sample in the center of the chamber.
It's been debated that Breen had contacted the combine far before the Black Mesa incident and had tainted the sample in order to become the world administrator.
He's an interdimensional bureaucrat looking across universes and dimensions for skilled employees who are very capable with combat.
