They should be able to introduce any new characters they're thinking of regardless of whether or not they've released Portal 2 yet, since everything's already preplanned and Valve doesn't really care if we understand what's happening or not. EP3 could come out first, introduce eight new characters, and you might not figure out why they even exist until Portal 2 comes out, or something of that nature.

Well, first of all, Gabe Newell was the only one to prove Episode Three was not dead, because of that focus group Valve had of the deaf earlier this year, and mentioning Alyx had a crush on a deaf character we may or may not see in Episode Three as to why Valve was figuring out sign language incorporation in game.
Secondly, with STEAM, their lives wouldn't end, since other major companies release stuff off of there, HOWEVER, their career for gamers would end if they were to cancel the game, or cease production after making it barely stable.
Why we know even only making Episode Three half complete would kill them is because this type of thing already happened with THQ's "Destroy All Humans: Path of the Furon". Technically speaking it was not finished. It was made to the point where the game was available for some in Europe, but said by players to be unpolished, and never made it to America as it was canceled because of developmental issues.

This is why Valve needs to fully complete HL2 Episode Three, so we do not have another half-finished game on our hands, otherwise Valve has indeed committed suicide.
