The snapshots aren't exactly meant for full public use. Sure the snapshots are literally public, but it's better to have it a little controlled.

Basic reading comprehension means they're more likely to read "hey, this is probably broken but it's fixed for next snapshot" or "we already know about these bugs" rather than any idiot that can tick a box. Already knowing about minecraft.jar implies they've installed mods at some point, which means they probably know how often a jar that isn't the latest public version with no mods installed can be.
