I've come to the conclusion that Minecraft is strange when it comes to spawning superflat maps. Only villages pay attention to the set sea level.

I just realized, with the ability to deinfect zombie villagers in the snapshots, there's a legitimate way to create your own village now. (Splash Potion of Weakness on a zombie villager + Golden Apple to deinfect them)
