Didn't someone from Valve say that EP3 is gonna be the length of a full game (eg. about the same of HL2), so it's only natural that it takes longer to make.

I hope for Valve's sake that's true; HL2:Ep2 was way too short compared to how long we were waiting for it, and they said it'd be longer than Ep1, but it wasn't. Yes, I am ignoring the fact that they gave us TF2 and Portal at the same time, but I'm trying to make a point here.
If Ep3 is the length of a full game, then Valve will be my favourite developer again.

L4D2 is released, CSS goes orange box unannounced, shortly after they announce EP3 to be last game on the source engine. They announce that a new engine, along with HL3 and CS(_) will be released at the same time 1 year from now.
Has Valve actually confirmed that the next in the series would be Episode 3? If not, for all we know they could be working on Half-Life 3.
