Megaton or Liberty city in Gta4. In today's generation.
Though my first and most awesome city to me in Imperial City in Elders Scroll.
Just the occasional people talking and the random passerbys who speak about problems at the time.
But by today's standards they all seem like robots repeating the same thing, something I most likely blissfully ignored back then.
Only thing that has really struck me as cool in a recent play-through was when a shopowner ran up to me and asked me to investigate that other dude with cheap prices that ended up getting his store supplies from a grave robber. Tis an awesome quest.
There's a few places I like. Liberty City, Rapture, and City 17.
Liberty City on the Xbox doesn't capture the population as well as the PC does.
Rapture is alright, but you don't get the feel of being in a city, since you never see it.
City 17 is almost the same as Rapture. It's cool being in a big city, but it's never really there!
Even on Gmod, the loaded area only goes so far.
Liberty City wins in my book.
GTA IV easily... Scales almost exactly to New York , and feels like it.

I say that Hub beats all of those as living city... and of course, Necropolis.
I'd say Liberty City in GTA4. How I love the subway system.

Not even close. New York is fucking huge.
Liberty City, then probably Acre or Damascus in Assassin's Creed, these would be the only living cities I've seen. Acre was cool because it felt like it had been recently invaded, not just with the destroyed buildings, but with the tone of the citizens and guards there.

liberty city is so much smaller than NYC are you kidding me
New Haven has quite a nice feel to it
Edit: most incredible would have to be any of the cites in assassins creed and assassins creed 2 from what I've seen

I don't think scale was the right word, i meant more like having the same buildings, landscape.
Heroes 5 cities are pretty awesome, but you can't walk around in them or anything.

Florence in Assassins Creed II
i like liberty city as many of you said before it's one of the most alive cities i've seen
but i also like the architecture and style of new mombasa from halo 3 odst
Was GTA 4, but now it has to be Venice from AC2. After having been four times, I can safely say that yes, it is an accurate representation of the real city itself. (Not exact apart from landmarks, but it has everything you'd expect.)
Definitely GTA4's Liberty City, although failing that I would choose Oblivion's Imperial City.

Anyway, I love the atmosphere of Rapture.
GTAIV and Assassin's Creed (II? Haven't play that one yet) are the most alive. People walking around and doing shit.
Fallout 3 is probably one of the worst. All people do is walk around, shoot super mutants and sleep occasionally
Rapture all the way.
Then Liberty City.
Then City 17(a shame that such a small part of the game went on in the streets of it).

I thought the city in Mirrors Edge was beautiful, also, the citadel from Mass Effect. (even though it's technically a space station)
I remember seeing this Guild Wars concept illustration showing some kind of crescent-shaped port city. Now that was awesome.

As much as i want to say Liberty City from GTAIV.
I think that the best city is Venice from Assassins Creed 2, I just liked the Carnivale and the awesome mission with the Da Vinci flying machine.
