She's not banned because when Riot instituted the leaverbuster system (something that should have been there at launch) it only counted leaves from the point it was implemented forward. What they SHOULD HAVE done is have it ban everyone who has over a certain percentage of leaves, period. Those bans are long overdue and due to lack of brains it seems they will never come.
