Exhaust / stun / blind / taunt etc etc and you are completely useless for 5 seconds. Sure he's good when noobstomping but on higher levels and ranked games you don't get fed and be pretty useless.

Tiamat is like Runed Axe in HoN, literally almost the same (Tiamat has a bit less of everything though)
Scout and MADMAN have to get Runed Axe to even stand a chance, luckily Tiamat isn't necessary in LoL
