Not really, tanks can dedicate 4-5 slots to defensive stuff. If anything, it buffs flimsy melee and casters. They simply cannot dedicate two slots to defense items BUT if there was an item that provided moderate MR and armor in one nifty little package, they can do a lot more damage.
Olaf is dirty, Xin is just strong and simple(my vote is for Olaf)

Aegis or GA already fit this slot if a squishy was to go a bit defensive. Adding in more wouldn't really affect the situation unless it had an outrageous active/passive, and there are plenty of offensive items which give damage and survivability, get one or two and you have a DPS or nuker which hasn't slowed down their scaling at all and still accumulates tankiness
It would be a buff to already tanks/tanky people because it would make itemizing to a well balanced team a whole lote easier and faster

From what I was reading about armor pen first counts normal armor pen and then % one, so if I have armor pen runes and armor reduction from gatling gun, isn't last whisper a little shitty ? And should I focus on spells or auto attacks ? Sry for my english if i made mistakes

You get points for playing the game and you can use those points to unlock champions but if you pay, you'll get shit load of champs up front + some runes and a skin. It's entirely up to you.

If they have 50 armor after your flat pen, it'll still penetrate like 20 armor. That and it gives some damage and is a sort of cheap item.

Depends on how you play. Your options for 1350 are limited, though. TF's fucking FUN if you can play him, Amumu from what I hear is a good tank, Zilean is a bitch, Nasus is sometimes fun.
I say save for 3150 then buy either Lux, Malphite, or Teemo.

Xin is strong but fights fair. When you die to him, you're like, "oh he's strong, better avoid him next time".
Olaf is a dirty motherfucker. At first you try to Exhaust him, but he ults and keeps hitting you while regaining hp.
Wait, but you're Yi! You can kick anyone's ass in 1v1! You decide to commit and both of your HPs get down to 300. You have 6 Phantom Dancers though, so you have this in the bag.
Then he slaps you for 320 true damage and you die.
