I just realized that 3 Greater Quintessences of Revival (5% Reduction on Time Spent Death) plus masteries (10% Reduction) plus Karthus' passive (20% reduction) gives you 45% reduction on time spent dead. Bring a Zilean on your team and defy death always.
I garentee that death reduction starts to cap off somewhere.

doran's blade + 1 hp pot
another doran's blade and boots with 2 hp pots, 2 mp pots, and 1-2 wards.
finish greaves, mana crystal
sheen, bf sword
bloodthirster, hp crystal
cata to bv
if they have somebody like yi or sivir get thornmail
finish trinforce
build anything else you want (i.e. or bc usually)

I usually play soraka as off-tank support because of her awesome healing spells and combined with them you can't really be bursted down before end-game unless you are really unlucky.
I use a random combination of runes and masteries so I gain 100 armor and 100 magic resist after my second item that I buy; Aegis of the legion.
My item build is;
boots (I prefer CDR boots > mobility, i use mobility if I play with a full premade and we have a good ganker so I can help more easy.

This build is really tanky, but it will be worth it, this won't most likely work with a random un-organized team but I play soraka this way and the games end up pretty well.
soraka doesnt need too much ap as her heals are already enough, combined with the summoner heal you can use it to survive a stun if you get ganked and ult and most likely run away if they dont have good chasers and you didnt move alone.
ask anything if something came in mind.
i am no pro soraka but i just enjoy playing her where others just ignore her and i would love to see her get more popular

start with ruby crystal, if you know what you are doing get boots, ward etc
I know you didn't ask this, but you have to play really aggressive early game and harras. I even have ~10% crit at level 1, and I love it how the enemy is like WTF when soraka keeps critting you.

Take Clairvoyance and Flash for spells with masteries 9 0 21
Start with Mana Manipulator, get boots of mobility as soon as you can.
If you're getting lots of kills/assists build a Mejai's Soulstealer. If not skip it.
If you're squishy or getting targeted, build a Soul Shroud. (build this after Archangel's staff if you're not being attacked or focused)
Then get a Archangel's staff.
Game should be finished by now. If not get a Zhonya's Hourglass.
Mana Regen runes highly recommended.

Sounds good, I'll give it a shot when I get home.
E: What kind of champions would you suggest laning her with?
Id suggest a melee dps, such as panth or xin zhao. Anyone that has high damage but doesn't get melted instantly.
You don't want to lane with someone that is easily killed (Sivir, Ryze etc), because Sona isn't a durable champ to begin with.
When they're fighting, use W on your partner to heal some health and give them increased defensive stats. You usually then go for a Q and do the extra damage. Land your power chord if you have it.
But you mainly have to keep them alive with your heal.
Oh and word of advice.
Do not spam your skills early game. Only use them when needed.

If your partner is retreating, you have to focus on your W and E to get him out of there alive.
Don't be afraid to use your ult to save your partner or to get yourself out of trouble.
I usually win 3v3 i do but always lose 5v5
