I always max singularity before the root and level the shield last (or put just one point in to it). You have amazing harass early game with the passive. Leveling singularity also allows you to have decent farming and pushing abilities.
If you can do singularity, auto attack, root, auto attack it does a TON of damage.

Put one point into q, max e then max w. Take mid lane if possible unless you're laming against Ashe.
Build: Doran's ring, ionian boots, the cooldown item in frozen heart (glacial shroud?), abyssal, void staff, then guardian angel or deathcap depending on whether you die a lot or not. Sell dorans ring for another deathcap. 990 damage with 40% magic pen and everyone around you has -20 magic def, your ult has a cooldown of 24.3 seconds. Spam it.

She's not as half as good as Tristana but AD Caitlyn is just terrible

I build him with flat health quints, armor pen red, dodge yellow, mresist per level blues, 0/21/9, starting item is Doran's Shield and Aegis and the rest is up to the team.
