Panth's burst IS changed because they nerfed spear a lot and nerfed earlygame HSS and now with even shorter stun you can walk out of it especially if you have mercs. He was by far my favourite champion. I loved him and he loved me. Then they had to go and change him up and he got FOTM and got nerfed and nerfed and nerfed and nerfed.
hahaha I got the free panth stuff too and I've been playing for like a good couple weeks now.

This, his HSS is his main damage, when you stun him he is out of commission for 11 seconds.

Yeah once his HSS is on cooldown he can't do shit
if you're in a team fight, you have to jump in, HSS, but once that's finished, thanks to your poor armor/MR and low hp, you're probably dead.

because those people are terrible or they're trolling.
I find that the times when Panth is most useful on my team is when he ults, it changes the landscape of a teamfight like a fiddles or GP ult would(Psycologically)
Cowards scatter, bull headed people expect to catch him on his way down, and smart people are left screwed over because they have at least a few of these two types of people on their team. That and the ganks during the laning faze help a lot

He's a snowball champ.
He gets fed early game, he will rape your face if you don't stun or silence him.
If you get 1-2 kills early game you'll do okay
but if you get like 4 in laning phrase the game is basically decided as long as they don't figure out they should kill you first.

You can't just "pop in" a teamfight, get your full nuke combo in and "pop out" without getting CC'd/miss your skillshot/getting focused
Unless you're super low ELO
when i played pantheon i always went ghost cleanse
once i got my items i went straight to QSS, banshees, etc...
If being able to "pop in" and kill the carry is OP then Kass would be OP too
