They nerfed him because Pantheon is annoying as FUCK to deal with early game with a decent partner. He incorporated passive play because you get out of towers range your dead.
Same reason Heimer was nerfed.

Kassadin just does it better.
Kassadin is p slick with his pop in kill the carry pop out. I think he's where he needs to be in terms of balance though.
