I think that's [I]exactly[/I] why the scientists set up there - they study anomalies and mutants, so why not in the most anomaly-filled and mutant-active locations?

That's because Complete 2009 is a graphical overhaul mod, of course there will be a large performance decrease. SHoC Vanilla runs perfectly fine without any hitches whatsoever.

Other than an Absolute Textures and AtmosFear. I am not using any mods. I just happened to kill Jack earlier in the game so I have HIS gun and I was at the bandit camp during an emission. Due to the emission everyone came inside and lined up. Seemed like the perfect opportunity to take a photo. :v:

You have a 9500GT. That has quite limited performance. I am running a 9600GT and I get roughly 20-30 fps in Call of Pripyat in DX10.

Guys, I think I'll soon be putting up details to the thread regarding Sigerous mod (hereby referred to as SGM) for CoP. A new version has just been released, and this mod is quite active. It is originally in Russian but a team on the GSC forums is constantly working to translate it. I'll also try to handle any issues you may have with the mod. I've played it and know quite a few things about it.

I pity you if you can't run SHoC full settings. I understand it's unstable and all. but i only have occasional crashes with 2gb of RAM and a 8400 GS.

Ok, I really pity you if you can't run 2009. Check what processes are running. I can run 2009 with little to no lag.
